Data collection was done through semi-structured interviews with experts and data analysis was done using the open, axial and selective coding method of the Strauss and Corbin model in the Foundation's data theory and with the help of Max Kyuda 20 software. Guba and Lincoln indexes were used to check the reliability of the qualitative research, and Kappa coefficient and Holstein reliability coefficient were used to confirm the reliability.
